Rehab and Addiction Treatment Marketing

Rehab marketing, advertising and SEO for addiction treatment, built by an operator.

Ads built to clear Google's and Meta's health rules, search that families and AI assistants trust, and admissions that answer fast. No lead buying, no lead selling and no fees tied to admissions.

The short answer

Rehab marketing is how a licensed addiction treatment program gets found and chosen by families and referral partners. It means LegitScript-certified Google and Meta ads, rehab SEO and AI search visibility, tracking built to keep patient data out of ad platforms, and admissions that answer fast. PELORA builds it for detox, residential, PHP and IOP programs, from $3,500 a month.

Last updated . What we checked: Google Ads healthcare, addiction services and personalized advertising policies; Meta's addiction treatment and personal attributes policies; LegitScript's certification page and FAQs; HHS tracking guidance; 42 CFR Part 2; 18 U.S.C. 220; Keyword Planner. The whole job

What does rehab marketing include?

Rehab marketing includes six jobs: certified ads, rehab SEO, AI search visibility, privacy-safe tracking, admissions response and referral relationships. Each one has a rule behind it, and the rule decides how the work is built.

ChannelWhat it does for a rehabThe rule that governs it
Google AdsPuts the program in front of people searching for detox, residential or outpatient care right now.LegitScript Addiction Treatment Certification, then Google's own healthcare certification.
Meta (Facebook, Instagram)Builds trust with families and the community through video of the real facility and team.LegitScript plus written permission from Meta; no copy that implies the viewer's health.
Rehab SEO and local SEORanks level-of-care, insurance and location pages and the Google Business Profile for each licensed site.Google's spam policies; LegitScript's website standard on addresses and photos.
AI searchGets the program described accurately in AI Overviews, ChatGPT, Perplexity and Copilot.Same eligibility as Google Search: indexed and eligible for a snippet.
Tracking and CRMCounts calls and booked assessments without sending health details to ad platforms.HIPAA (HHS tracking guidance), 42 CFR Part 2, business associate agreements.
Admissions and referralsFast, kind answers for families and real relationships with clinical referral partners.18 U.S.C. 220 (EKRA) and state law: nobody is paid for a referral.

The first two rows are what most people picture as rehab marketing. The four rows underneath decide whether the first two keep running. We searched what owners actually type before we wrote this page; the chart below is that reading.

Source: Google Ads Keyword Planner, PELORA account, average monthly US searches for October 2025 to September 2026, read October 19, 2026. * Google reports one shared number for a group of close variants: "marketing for addiction treatment", "substance abuse treatment marketing", "drug treatment marketing" and "marketing rehab" each show 320. The orange bar is a search we will not serve: we do not sell leads.

"Rehab advertising" and the close variants of "marketing for addiction treatment" lead, and "addiction treatment seo" is the clearest search phrasing owners use for unpaid visibility. Search volume is how often the words are typed, not proof of what any program will get from them.

LegitScript

What does LegitScript certification cost, and who qualifies?

LegitScript charges $1,395 to $1,595 per facility to apply and $2,550 to $3,095 per facility a year once approved, and it certifies licensed clinical providers (plus some mutual support groups and crisis hotlines), not lead generators or sober homes without clinical services. These are LegitScript's published fees, paid to LegitScript, not to us.

Who appliesApplication fee (nonrefundable)Annual fee, once approved
1 to 9 facilities$1,595 per facility$3,095 per facility

Individual practitioner (1 to 3 providers, one location, one website, no affiliation with a larger treatment organization)$535$1,070
Optional expedited start$2,500 per applicationNone

Source: LegitScript, "Addiction Treatment Certification" and "Certification FAQs", read October 19, 2026. LegitScript defines a facility as a distinct location that provides addiction treatment services, even under one corporate registration.

Who LegitScript turns away

LegitScript's page is direct about who does not qualify: "You are a lead generator, call center, or marketer referring patients to other providers in exchange for compensation." It calls those "explicitly disallowed." It also excludes "a sober living home or recovery residence without licensed clinical services." Its standards go further: "Co-ownership of, or any formal or informal business affiliation with, lead generators (as defined in the certification application) is prohibited and may be grounds for immediate denial."

The two standards that shape your website and ads

  • Website content. A certified program "must conspicuously disclose the physical address of the facility/ies where services are rendered, and the specific nature of services provided. All photographs on the applicant's website must truthfully and accurately depict applicant's facilities." So no stock photos of a beach house you do not own.
  • Advertising. Programs "may not claim to operate in locations where they do not provide services." So no city pages or city ads for places you have no facility.

How long does it take? LegitScript does not say: "Every application is different, so we're unable to provide an estimated certification timeline." We get the website and the ad accounts ready while the program applies, so nothing waits on us the day the certificate lands. The step-by-step application walkthrough is in our LegitScript certification guide, and the platform-by-platform rules sit on addiction treatment ad rules.

Rehab SEO

How does rehab SEO work for addiction treatment?

Rehab SEO earns unpaid visibility for the searches families make, such as a level of care plus a city, by publishing accurate pages, a complete Google Business Profile and listings that all say the same thing. It needs no LegitScript certificate, and it keeps working on the days ads cost too much.

What we build, in order

  1. One page per level of care you actually offer. Detox, residential, PHP, IOP, outpatient, MAT: who it is for, what a day looks like, how length is set by clinical need, which insurance you accept and what happens after someone calls. Plain words, about a 6th to 7th grade reading level.
  2. Local SEO for rehab centers. A Google Business Profile for each licensed location, with the same name, phone and address on the site, the profile and every directory. City pages only where you have a facility, each with facts true only of that place; never a template that swaps the city name. Google's spam policies name the pattern: "Doorway abuse is when sites or pages are created to rank for specific, similar search queries."
  3. The federal locator. We check that every licensed location appears correctly on SAMHSA's FindTreatment.gov. Our SAMHSA locator study shows why we check it first.
  4. Clinical review. Your licensed clinicians review clinical pages. We never name a clinician as author or reviewer without that person's written sign-off on that page.
  5. Reviews, the careful way. Ask every alum and family the same way, with no incentives. Never confirm in a public reply that a reviewer was a patient.
  6. Technical basics. Fast pages, clean structured data that matches the visible text, and every page submitted to Google and Bing after each change.

Addiction treatment SEO also covers the questions families ask before they call: whether insurance covers detox, how long residential lasts, whether family can visit, what to pack. Each answer becomes a section or a short article with a direct first sentence, because that is the passage both Google and AI assistants lift.

Tracking

How do you track rehab ads without exposing patient data?

Send ad platforms only what they need to count a result, such as a booked call, and keep names, insurance and clinical details inside systems covered by a business associate agreement. A default pixel install does the opposite, which is why we rebuild tracking before any ad runs.

HHS describes the risk in its tracking bulletin: "disclosures of PHI to tracking technology vendors for marketing purposes, without individuals’ HIPAA-compliant authorizations, would constitute impermissible disclosures." Where a vendor does handle PHI for a covered entity, HHS says the entity must "enter into a business associate agreement (BAA) with these tracking technology vendors."

One honest caveat. On June 20, 2024 a federal court in Texas vacated part of that bulletin: the part saying HIPAA is triggered when a tool connects "an individual’s IP address with" a visit to a public, logged-out page addressing specific health conditions or healthcare providers. HHS notes the order and says it "is evaluating its next steps." The order is limited to that combination; the rest of the bulletin, including tracking on logged-in pages such as patient portals, reads as HHS published it.

Substance use disorder programs carry a second layer. 42 CFR Part 2 applies to federally assisted programs and defines records broadly: "any information, whether recorded or not, created by, received, or acquired by a part 2 program relating to a patient (e.g., diagnosis, treatment and referral for treatment information, billing information, emails, voice mails, and texts)." A patient includes "any individual who has applied for or been given diagnosis, treatment, or referral for treatment." Ask your counsel whether your program is a Part 2 program; if it is, an intake inquiry can be a protected record.

Our build pattern, not a legal opinion. Sources for the rules behind it: HHS, "Use of Online Tracking Technologies by HIPAA Covered Entities and Business Associates" (content last reviewed June 26, 2024), and 42 CFR Part 2 (eCFR), both read October 19, 2026. Your counsel decides what applies to your program.
  • Ad platforms get a conversion event with no service, substance or condition in its name, and no form fields.
  • Health questions are asked by your admissions team on the phone, never in an ad platform's lead form.
  • Call recording stays off in the ad account; recordings, if any, live in your BAA-covered phone system.
  • Reports show calls, booked assessments and cost per booked assessment. Admissions come from your own totals, never patient-level data.

We are not your lawyer and do not promise compliance coverage. We build to your counsel's written answer, and we flag every decision that needs one.

Admissions marketing

How should referrals and admissions work without patient brokering?

Pay for marketing work, never for patients: federal law makes it a crime to pay or receive money for referring a patient to a recovery home or clinical treatment facility. The statute, 18 U.S.C. 220, covers anyone who knowingly and willfully "solicits or receives any remuneration (including any kickback, bribe, or rebate) directly or indirectly, overtly or covertly, in cash or in kind, in return for referring a patient or patronage to a recovery home, clinical treatment facility, or laboratory," with respect to services covered by a health care benefit program.

The penalty in 18 U.S.C. 220(a): a fine of up to $200,000, up to 10 years in prison, or both, for each occurrence.

The statute has narrow exceptions. One covers pay to employees and contractors, but only if their pay "is not determined by or does not vary by" the number of people referred. That matters for how you pay admissions and business development staff; put it in front of your counsel. LegitScript adds its own line on incentives: programs that "offer incentives such as offering to pay for travel will not be eligible for approval," and it names paying for patients' rent or health insurance premiums as other problem incentives. The FTC can also seek civil penalties for unfair or deceptive practices around substance use disorder treatment services, which it describes as services that "purport to provide treatment, referrals to treatment, or recovery housing."

What we build instead

  • Built for a fast answer. Calls and forms reach a person or a quick callback, with a missed-call text that says nothing about health. After-hours answering is an add-on.
  • A clear next step. Pages and scripts that explain insurance verification, the assessment and what happens on day one, so families know what they are agreeing to.
  • Referral partner material. A plain program sheet, levels of care, insurance accepted and a facility video for therapists, hospitals, EAPs and alumni groups. Relationships, not payments.
  • Kind follow-up. Families who are not ready today hear from you respectfully, with consent, on a schedule they chose.

Our fee is a flat monthly retainer. It never changes with the number of calls, referrals or admissions, and we never buy, sell or route patients.

A plan, start to finish

What does a rehab marketing plan look like?

A rehab marketing plan runs in a fixed order: compliance and tracking first, rehab SEO and video second, certified ads third, then a written admissions review every two weeks. Here is how that looks for one program.

Example, not a client

A 24-bed residential program with an IOP, one licensed location, not yet LegitScript certified.

  1. Days 1 to 15. The program files its LegitScript application. We bring the site up to LegitScript's website standard (address shown, real photos, services described accurately), rebuild tracking so ad platforms receive no health details, turn call recording off in the ad accounts and list the vendors your counsel needs BAAs from.
  2. Days 15 to 45. Residential, IOP and insurance pages; the Google Business Profile; listing cleanup; a FindTreatment.gov check; and, as a separately priced add-on, an on-location video shoot of the real facility and team, with signed releases and no current clients on camera.
  3. Once certified. Google healthcare certification and Meta permission are requested. Search campaigns go live on residential and IOP terms in the counties the program serves; Meta runs facility and team video to families and the community.
  4. Every two weeks after. Speed to answer and calls answered, in a written update to the admissions lead. Every month: calls, booked assessments, cost per booked assessment and the admissions total the program shares with us.

A plan like this would sit on our Scale tier, $7,500 a month, which runs Google and Meta together. The video shoot and after-hours call answering are add-ons, priced separately. A program starting with one channel can begin on Launch at $3,500 a month. Both carry a one-time setup, and ad spend is billed by the platforms to the program, never marked up. We do not promise census numbers; we report what happened, every month.

Fit

Who is this for, and who is it not for?

This is for licensed addiction treatment programs that want to grow census the way platforms and regulators allow. It is not for anyone who wants to buy, sell or route patients.

A good fit

  • Licensed detox, residential, PHP, IOP, outpatient and MAT programs
  • Programs certified by LegitScript, or applying now
  • Operators who want reports on booked assessments, not clicks
  • Groups adding a location who need it marketed from day one

Not a fit

  • Lead generators, call centers and referral services
  • Anyone who wants to pay per lead or per admission
  • Sober homes without licensed clinical services that want addiction treatment ads
  • Anyone who wants ads running before certification

Who builds it

Why does it matter that an operator builds it?

Because the hard parts of rehab marketing happen after the click, and an operator has run them. PELORA's founder, Preston Durnford, built and ran Epic Journey Recovery, a behavioral health company; sold Fresh Start of California Detox; and co-founded SoCal Mental Health, which ran three crisis stabilization residentials and operated through 2024.

The team has managed $5M+ in ad spend and has worked together for 10 years. The full treatment center program, from levels of care to video, lives on our behavioral health marketing page, and Preston's story is on the founder page.

FAQ

Rehab owner questions, answered.

Can a rehab run Google Ads without LegitScript?

No. Google's policy says US advertisers of recovery-oriented drug and alcohol addiction services must be certified by LegitScript and then by Google, and services that are not eligible for LegitScript certification are not allowed to advertise those services on Google. Meta also requires LegitScript certification plus written permission from Meta.

Do you sell rehab leads or charge per admission?

No. Our fee is a flat monthly retainer that never changes with the number of calls, referrals or admissions, and we never buy, sell or route patients. Federal law, 18 U.S.C. 220, makes it a crime to pay or receive money for referring patients to recovery homes and clinical treatment facilities.

How much does rehab marketing cost?

PELORA retainers start at $3,500 a month plus a one-time setup, and ad spend is billed by Google or Meta to you directly, never marked up. LegitScript's fees are separate: $1,395 to $1,595 per facility to apply and $2,550 to $3,095 per facility a year once approved.

How long does LegitScript certification take?

LegitScript does not publish a timeline; its FAQ says every application is different. Review time depends on how complete the application is, how quickly you answer questions and how many applications are waiting. An optional $2,500 fee starts the review within two business days after the application clears screening, but LegitScript says it does not shorten the compliance review itself.

What is the difference between rehab SEO and rehab advertising?

Rehab advertising pays Google or Meta to show your program now and requires LegitScript certification. Rehab SEO earns unpaid visibility over months through accurate pages, listings and reviews, and needs no certification. Most programs need both: ads for families searching today, and SEO and AI search for the long run.

Can sober living homes advertise on Google or Meta?

Not as addiction treatment. LegitScript says a sober living home or recovery residence without licensed clinical services does not meet its certification requirements, and Google and Meta require that certification for drug and alcohol addiction treatment ads. A sober home can still earn organic visibility with accurate pages and listings.

Can we retarget people who visited our detox page?

Not with your own audience lists on Google. Health is a sensitive interest category there, and Google's policy says you can't use advertiser-curated audiences such as Customer Match or your data segments when promoting health services. On any platform, a pixel that ties detox page visits to a person also raises HIPAA and 42 CFR Part 2 questions for your counsel.

Does PELORA only work with programs in California?

No. PELORA is based in Newport Beach, California, and works with licensed treatment programs nationwide. Ads, SEO and admissions systems are built remotely, and on-location video is scheduled at your facility.
