Stem cell and PRP fall under different FDA rules

Most autologous, minimally-manipulated PRP falls under the FDA's 361 pathway and is exempt from premarket approval. Culture-expanded stem cells, umbilical or amniotic products marketed for systemic use, and exosome products are almost always 351 products requiring an IND and BLA, which almost none of the products sold in clinics today have.

FTC's Health Products Compliance Guidance requires competent and reliable scientific evidence before a health claim runs, not after. Vague qualifiers do not cure an unsubstantiated claim, and testimonials carry the same substantiation burden as the ad copy itself.

Purely educational content with no product promotion is allowed.

Can stem cell clinics run Google Ads?

In most cases, no, not for direct-response stem cell claims. Google has banned ads for speculative and experimental medical treatment, naming stem cell therapy specifically, since 2019. What about PRP advertising specifically, is it treated the same as stem cell?

Not identically. Autologous, minimally manipulated PRP generally falls under a lower FDA regulatory bar (the 361 pathway) than culture-expanded stem cells or exosome products, and tends to run under standard healthcare ad policy rather than the speculative-treatment ban. But FTC truthfulness and substantiation rules apply exactly the same to PRP claims as to stem cell claims. Lower FDA friction does not mean fewer claims rules.

Does LegitScript certification unlock ad approval for stem cell or PRP marketing?

Generally, no, and this is a common misconception worth correcting. LegitScript certification is an explicit, named prerequisite for addiction-treatment advertising on Meta and Google. Regenerative medicine and stem cell therapy are not listed as a distinct LegitScript healthcare certification category. The actual gate for cell and gene therapy ads on Google is proof of FDA license or approval for that specific product, not LegitScript status. LegitScript may still help general account standing if your clinic also markets med-spa-adjacent services, but it will not by itself unlock stem cell ad approval.

What claims can and can't a regenerative medicine clinic make in marketing?

Describe the procedure and mechanism, not a disease outcome. "PRP concentrates platelets from your own blood, which are then injected to support the body's natural healing response" is a mechanism statement. "PRP treats arthritis" is a disease claim, and it's the exact pattern behind FDA's warning-letter enforcement and FTC's $3.31 million 2018 judgment against a stem cell clinic. Vague qualifiers like "may help with" do not fix an unsubstantiated disease claim, FTC's own guidance says so directly. Never make disease-specific claims (arthritis, Parkinson's, MS, autoimmune conditions) for stem cell products, and if a processing device is FDA-cleared, say that about the device, not the treatment itself.

How do you handle patient testimonials for a regenerative medicine clinic?

Carefully. FTC's Endorsement Guides hold testimonials to the same substantiation standard as direct claims.
