What does a clinic website have to get right?
Speed on a phone, accessibility, and how forms and tracking handle patient data.
- SpeedLargest content within 2.5 seconds, interactions within 200 milliseconds, layout shift 0.1 or less, at the 75th percentile of page loads.Google Core Web Vitals, read 11 Oct 2026
- AccessibilityThe DOJ applies the ADA to the websites of businesses open to the public, without a detailed technical standard for them.DOJ web accessibility guidance (March 18, 2022), read 11 Oct 2026
- Public hospitalsState and local government entities must meet WCAG 2.1 Level AA, from April 26, 2027 or April 26, 2028 depending on size.DOJ Title II rule page, read 11 Oct 2026
- Patient dataForms, chat and tags can carry health information; ask which form tool an agency uses and what its tags send.HHS’s tracking bulletin denied our reader on 11 Oct 2026, so we quote none of it
- RemarketingGoogle lists Health as a sensitive interest category, which limits remarketing to site visitors.Google personalized advertising policy, read 11 Oct 2026
Read the sources word for word, with links and read dates
A clinic website is not regulated like an ad, but three sets of rules decide whether it works and whether it creates risk. We read each source quoted here on 11 October 2026.
Speed on a phone. Google’s Core Web Vitals set the bar: “LCP should occur within 2.5 seconds of when the page first starts loading”, “pages should have a INP of 200 milliseconds or less”, and “pages should maintain a CLS of 0.1. or less”, measured at “the 75th percentile of page loads”. Most clinic traffic is on phones, and ads send it to the slowest page you own. That is why we measured every agency’s own homepage below.
Accessibility. The Department of Justice’s web accessibility guidance (dated March 18, 2022) says “The ADA requires that businesses open to the public provide full and equal enjoyment of their goods, services, facilities, privileges, advantages, or accommodations to people with disabilities”, and that “The Department of Justice does not have a regulation setting out detailed standards, but the Department’s longstanding interpretation of the general nondiscrimination and effective communication provisions applies to web accessibility.” For state and local government entities, which includes public hospitals, the Title II rule picked WCAG 2.1 Level AA, and an interim final rule published April 20, 2026 moved the compliance dates to April 26, 2027 for entities serving 50,000 or more people and April 26, 2028 for smaller ones. An agency should name the WCAG level it builds to.
Patient data on forms and in tracking. Booking forms, chat and analytics tags can carry health information. The HHS bulletin on online tracking technologies is the usual reference, but its page returned “Access Denied” to our reader on 11 October 2026, so we quote none of it here; read it yourself or ask your counsel. Google’s personalized advertising policy also lists Health among its sensitive interest categories, which limits how a clinic can remarket to site visitors. Ask any agency which form tool it uses, whether that vendor signs a business associate agreement, and what its tags send to ad platforms.
Do healthcare web design agencies publish their compliance practice?
None of the thirteen states both a WCAG level and a business associate agreement practice on the pages we read. The best published compliance evidence comes from Geonetric (a managed filter for analytics and ad tags) and Sagapixel (a detailed HIPAA website guide that stops short of saying what Sagapixel itself signs). One agency, Rosemont Media, publishes a contact form notice that its messages “are not encrypted”. One publishes a website price on its own site, PELORA; WebFX publishes prices for its other services and a market survey for web design. And on our phone test, 3 of 13 agency homepages painted their main content within 2.5 seconds; PELORA’s came 11 of 13, fastest first, at 7.1 seconds, which we report because we measured ourselves the same way.
Three charts: swipe sideways to see each one.

How fast are the agencies' own homepages?
On our throttled phone test, 3 of 13 agency homepages painted their main content within 2.5 seconds; PELORA’s came 11 of 13, at 7.1 seconds.
A web design agency’s homepage is the one site it fully controls, so we loaded each one on a throttled phone profile. This is a lab test, not Google’s field data, and it is not scored; it is here so you can see how each firm builds for itself.
Source: our lab test, 11 Oct 2026: headless Chromium at 390 by 844, 4x CPU slowdown, 1.6 Mbps and 150 ms latency, median of three runs. Lower is better; compare the agencies with each other, not with Google’s field data. Download this chart (PNG).
How did we choose and score these agencies?
We read each agency’s own site on 10 October 2026, re-read Clutch and measured every homepage on 11 October, and scored all thirteen on six criteria worth 100 points in all.
What each score means, and how ties are broken
Six criteria, scored in points up to each weight, summed to 100.
| Criterion | Up to | Full points | Zero |
|---|---|---|---|
| Niche: healthcare specialization | 25 | Healthcare only | No health work (a named health practice with health clients sits in between; a few health logos score low) |
| Compliance: health know-how, published | 20 | Specific: a WCAG level, a BAA practice, HIPAA-safe forms or tracking, managed tooling | Nothing (a generic “HIPAA and ADA compliant” claim scores low; a published “forms are not encrypted” notice counts against) |
| Results: published, on health clients | 20 | Named health client with a number | None (anonymized numbers, then names without numbers, score in between) |
| Reviews: independent | 15 | A high Clutch rating on a large base | 0 reviews (self-displayed counts with no named platform get partial credit) |
| Price: transparency | 10 | A public price or range on its own site | Nothing (a Clutch minimum scores 4; prices for other services but none for a build score 6) |
| Design: recognition | 10 | Design awards (per agency) and portfolio breadth | None |
Ties go to the agency with the larger review score; if that ties too, PELORA sits below.
How we built this list, in full, with the read log
We started from the agencies named on the six competing lists we read (Intrepy appears on five of them; it was not on our research shortlist for design, and it is scored on our Google Ads list), kept firms whose own sites show health web design work, and read each one’s homepage and its healthcare, compliance or case-study pages on 10 October 2026 (Pacific). One was cut: Huemor, which publishes a $50,000 to $100,000 typical project range but shows no healthcare clients or industry page. On 11 October we re-read every Clutch profile and measured every agency’s own homepage, PELORA’s included, with the same lab test. Agencies we did not shortlist were not read; their absence is not a judgment.
Every result is the agency’s own claim, labeled “per agency”. The speed column is not scored: it is our own measurement, shown so you can see how each firm builds its own site.
Read log and test method
- 10 October 2026 (Pacific): each agency’s homepage plus the pages named in its card’s sources.
- 11 October 2026: all thirteen Clutch profiles re-read; Google’s Core Web Vitals article, the DOJ’s web guidance and Title II rule page read; the HHS tracking bulletin attempted (access denied).
- Speed test, 11 October 2026: each homepage loaded three times in headless Chromium at 390 by 844 pixels with a 4x CPU slowdown, 1.6 Mbps download, 750 kbps upload and 150 ms added latency, cache disabled; we recorded the largest contentful paint, cumulative layout shift and bytes transferred, and took the median. The accessibility checks are four quick DOM checks (page language, image alt attributes, pinch zoom, form labels), not a full audit. Results depend on the test machine and the day.
What does each agency do well, and where may it not fit?

Its web design cost guide gives a $1,000 to $30,000+ range from a survey of 250 marketers; that is a market survey, not WebFX’s quote. Price No prices publishedHighest grade: health focus 18/25. Lowest grade: reviews 0/15.
Compliance published: The most detailed published guide on this list: founder Frank Olivo’s “HIPAA Compliant Website Design” covers BAAs with every vendor that touches patient data, TLS 1.2 or higher, HIPAA hosting, BAA-covered form tools, fixing Google Analytics and Meta Pixel leakage, and audit logging. It does not say Sagapixel itself signs BAAs or uses those tools, and has no WCAG statement.
Health results: Per agency: Nurse Next Door #1 for “caregiver” searches in Texas; a Visiting Angels franchise ranking turnaround; a telemedicine site from 150 to 34,000 monthly visitors in six months; a weight loss clinic in position 1 for a drug name plus its city.

13. PELORA Marketing · Newport Beach, CA This is us
Best for a clinic that wants the site built by the same team that runs its ads, with the project price on the page
Price Published on our web design pageHighest grade: price transparency 10/10. Lowest grade: published compliance 0/20, published health results 0/20, reviews 0/15, design recognition 0/10.
This is us PELORA wrote this page and scored itself with the same rubric, using only facts we already publish on our own site (our about page and homepage). Where we publish nothing a reader could check, we gave ourselves the floor score.
Compliance published: None of what this rubric counts (a WCAG level, a business associate agreement practice, managed form or tracking tooling) is published on our web design page, so we scored 0.
Health results: None published for a named client, so 0.
Pricing: Published on our web design page and our pricing page; we link rather than restate it. Scored 10: a published website build price.
What we verified: From our own site, company-reported because it is us: Preston Durnford is the founder (homepage); headquartered in Newport Beach, California, working with clients nationwide, a 5.0 Google rating and a core team that has worked together for 10 years (about page).
Independent reviews: We publish no Clutch rating, so 0.
Measured: Homepage on a throttled phone profile (median of 3 runs): largest content painted at 7.1 s, layout shift 0.00, 2.1 MB transferred. Quick accessibility checks: a page language set, 0 of 48 images with no alt attribute, 0 of 7 form fields without a label.
Where it may not fit: On our speed test, our own homepage was among the slower ones. If you need a documented compliance process for patient forms and tracking today, Sagapixel and Geonetric have written theirs down and we have not.
What we checked: Scored 11 October 2026 from what PELORA publishes on its homepage, about page and web design page; our homepage was measured with the same test as everyone else’s.
How should a clinic choose a web design agency?
Ignore the rankings, including this one, and run four checks.
Ask for the WCAG level and the test.
Not “ADA compliant”, but which level (2.1 AA is the standard the DOJ picked for public entities), which tool, and who fixes what it finds. None of the thirteen states a level on the pages we read.
Ask what happens to patient data.
Which form tool, whether the vendor signs a business associate agreement, and what the analytics and ad tags send. Geonetric and Sagapixel have written about this; ask everyone else to.
Ask for the number first.
One agency here publishes a website price. Ask the rest for a range in the first email, including hosting and maintenance.
Load their own homepage on your phone, then ask who owns the site.
If it is slow for them, ask why yours would be fast. And confirm the domain, hosting and code are in your name; our ownership guide shows how.
Questions clinics ask about web design agencies
How much does a healthcare website design agency cost? One of the thirteen publishes a website price on its own site: PELORA (on our web design page).
WebFX’s web design cost guide cites a $1,000 to $30,000+ market range from a survey, and it lists other services from $650 a month. Others list a Clutch minimum project: $5,000+ for Cardinal and Rosemont Media; $10,000+ for Digital Silk and Lounge Lizard; $25,000+ for Healthcare Success and Primacy; $50,000+ for Big Drop. Digital Silk says a basic site takes 2 to 4 months and a complex one 6 to 12.
Does a clinic website have to be ADA compliant? The Department of Justice’s guidance, read 11 October 2026, says the ADA requires businesses open to the public to provide full and equal enjoyment of their services to people with disabilities, and that its longstanding interpretation of the ADA applies to web accessibility, although it has no regulation setting detailed standards for private businesses.
For state and local government entities, including public hospitals, its Title II rule adopted WCAG 2.1 Level AA, with compliance dates now April 26, 2027 or April 26, 2028 depending on size. Ask your counsel how it applies to you.
Does a clinic website need to be HIPAA compliant? If forms, chat or tracking tags collect or send patient health information, HIPAA questions follow, and the vendors involved may need to sign a business associate agreement.
We could not read the HHS tracking bulletin on 11 October 2026 (its page denied access), so we do not quote it; ask your counsel, and ask any agency which form tool it uses and what its tags send.
How fast should a clinic website load? Google’s Core Web Vitals say the largest content should paint within 2.5 seconds, interactions should respond in 200 milliseconds or less, and layout shift should be 0.1 or less, at the 75th percentile of page loads.
On our throttled phone test, 3 of 13 agency homepages met the 2.5 second mark.
Why is PELORA on its own list? Because we build websites for clinics, and hiding that would be worse than declaring it.
We scored ourselves with the same rubric, using only facts we already publish on our own site, and set one rule in advance: never first. The note at the top of this page says where that put us.
Should a clinic hire a healthcare-only web design agency? Specialism helps with the rules, not with the build: the five firms that score 22 or more on niche (Geonetric, Healthcare Success, Cardinal, Etna Interactive and Rosemont Media) include only one, Geonetric, with specific published compliance tooling.
A general design firm can build a fine clinic site if it answers the data and accessibility questions above.
How do I know these rankings are trustworthy? Check them.
Every agency fact links to its source with the date we read it, results are labeled per agency, the rubric is published, and the speed test method is in the read log so anyone can repeat it. We ranked ourselves, which is a conflict of interest, and the note at the top says so.
